This matter has been discussed between yourself and Mr. Orwin, as a result of which I
gather that the suggestion contained in the draft savingram that the University should arrange for its accounts to be audited under my direction is put forward, in the first place, as a tentative proposal to ascertain the Governor's views.

In this connection, it was mentioned to you that the accounts of the University are not at present audited by the Colonial Audit Department, according to the Programme of Work submitted by the Director of Audit, and that if, as seems possible, the work is already carried out by a professional auditor, it may be that the Governor will not wish to disturb the existing arrangements, which may be of long standing.

If that turns out to be the case, it is understood that you would be prepared to accept audit of the C.D. & W. Statements by the auditors of the University accounts. This would follow the precedent of the Empire Cotton Growing Corporation Cotton Research Station in Uganda. You will recall that in that instance it was agreed that the Commercial Auditor would certify the C.D.&. W. Statements, subject to the reservation that the Corporation's books in Uganda should be available at any time, if required for inspection by the Director of Audit, Uganda, (Your file 400/R. 217 Accounts, refers).

If, however, the Governor is prepared to accept the proposal, I would be willing to assume responsibility for the audit of the accounts of the University, provided, of course, that any additional staff required would be made available to carry out the additional duties which would devolve upon the local Audit Establishment.
